Parent Teacher Conferences are an important way for teachers to learn more about their students from families, and provide feedback to families about students’ academic performance. However, during the COVID-19 pandemic, we need to conference remotely. Parent Teacher Conferences were originally scheduled for September 16th and September 23rd. We won’t be meeting face to face at the school; however, teachers will work with families to schedule conferences during a time that is mutually convenient for both to attend. These conferences can be by phone or Microsoft Teams. If you would like to utilize Microsoft Teams, we will utilize your students Teams account to meet virtually. These past months have been an unprecedented time in all of our lives. During this uncertain time, it is critical that we hear from families, caregivers, and children about how they are doing and how our supports are working for them. This is unchartered territory for everyone, and we need to work together to ensure we are creating a positive environment for our student to make academic progress. August 15, 2020 Dear New England Public School Community, For the last six months, we have all navigated the ever-changing landscape that the coronavirus pandemic continues to create. Throughout, the health and safety of our students and staff have been our top priority. During the past couple of weeks, school districts were sent additional guidance from the ND Department of Health. After closely reviewing the details regarding the safe reopening of schools, we are still in the Green (low risk) zone for the spread of the Coronavirus disease. With this low level of Covid-19 in our communities, we are confident that our schools can open safely. However, we have some concerns starting on August 20th. As we face the start of a new school year, we have encountered several issues that we have resolved to ensure we are creating the safest possible environment we can for our students. However, we have encountered a couple of issues, beyond our control, that we are struggling to resolve. Most of our technology devices are in and will be ready to implement shortly. Unfortunately, some of our devices have been back-ordered due to the demand placed on vendors trying to meet the needs created by this pandemic. Every school in the nation needs to provide distance learning opportunities to their students creating a shortage of devices. As a result of this shortage, our district would like to make sure we have all our resources in place before we start the school year in the event, we must move into our distance learning model. The Spring of 2020 taught us many lessons about at home learning. This decision will allow us to put all our energy into creating the best pedagogical model for delivering online instruction for the start of school. With that in mind, we will be delaying the start of the school year for students until August 27th. This will give our administration, technology department, and staff members (5) days to get our technology devices ready, provide additional professional development, and help us to ensure that all students are equitably equipped with the technology they need to participate in the enhanced model of virtual instruction that we will provide. Our distance learning plan will include engaging, stimulating, and rigorous lessons in a variety of formats for increased student engagement. This delayed start will not change our 2020-2021 school calendar. All of our scheduled breaks and holidays will remain the same. The last day of school and graduation will also remain the same. The only change will be the start date of August 27th. All classes will be in-person and on campus. Our schedule will remain the same as before. All of our students will be in attendance every day. We will also be working with our local religious organizations to provide release time for those students who have signed up. This is a deeply emotional time for everyone, and we realize that this might create some unforeseen problems for families. We understand that there will be childcare and work challenges for families. However, we feel starting school one week later will ensure we have the necessary resources in place to start the school year in a position to move into our distance learning environment more effectively. I am confident that together, we will continue to successfully educate our children in the months ahead. We must protect the future by standing united as a community of parents, students, teachers, administrators and Board of Education members. This pandemic will eventually end and what will matter most, is that we move forward through this time united in protecting our community. As ever, our teachers, staff and Board of Education are committed to working on behalf of you and your families to create a bright future for all our children. There are definitely kinks in the system, and we all need time to establish a new routine. It’s very important to remember to be patient with ourselves. Hello Everybody, I hope everyone is doing well and staying healthy. This is an extraordinary time for our community, state and our nation. While we have no way to predict how the days ahead will unfold, we strongly encourage you to follow the guidance we are receiving each day from the health professionals to contain the spread of the virus. We all want to be responsible citizens and do our part to stop the spread. We understand the anxiety and challenges that COVID-19 is placing on families. We also know our families are concerned about instruction and learning for our students. Please know our teachers care and want to support their students. Behind the scenes, we’ve been working hard to plan for the days and weeks ahead as we prepare for the opportunities distance learning will afford us. I will be providing you more details early next week about our distance learning plan and other instructional updates. It is our plan to begin distance learning either online, or by learning packets sent home beginning Wednesday, March 25th. Our transportation personnel will be in touch with you to coordinate their arrival. During the past week we began distance learning training for teachers and gave teachers the opportunity to plan and prepare for distance instruction in order to reconnect with their students. We will also begin distribution of mobile devices to students who do not have access at home. We will also provide for an essential/critical items pickup or delivery for our students so they have the necessary items needed at home. More details will follow. North Dakota schools were closed by order of the Governor's office last week and will continue to be closed until further notice. Dear New England Public School Families, During the past week, in preparation for the possibility of school closing due to COVID-19, our faculty and staff have been developing self-directed enrichment opportunities for students. In the event of a prolonged closure, this supplemental learning material will be presented through hard copies or posted to a Learning Management System. These learning opportunities are being designed to reinforce previously learned concepts, practice established skills, preview upcoming curriculum, and keep students intellectually active in the event we can return to school. Depending on what the Governor decides we may be transitioning from our students being in school to a distance learning model. In the event we transition to distance learning setting, daily assignments will be posted by teachers and assignments will be required work for students. Teachers will be communicating with students daily, providing assignments, guidance, and support. Ongoing feedback will be shared with students and will contribute to their class or course grades. These are uncertain times. I hope you understand that we are in the midst of a fluid situation that will likely require modifications and adjustments - particularly if school is closed for a lengthy period of time. The Centers for Disease Control and Prevention (CDC) has provided guidance for schools to plan, prepare, and respond to coronavirus (COVID-19). Working together with state and local health departments, we all have an important role in slowing the spread of diseases to help ensure safe and healthy learning environments. While the risk to those living in the U.S. remains low, we want you to know that New England Public School is monitoring the situation, and we are planning our response to the health and academic needs of students in case of an outbreak. The guidance we have received from the ND Department of Health is as follows: schools will remain in session; however, all extra-curricular activities have been suspended until further notice; wash hands often with soap and water for at least 20 seconds; avoid touching your eyes, nose and mouth with unwashed hands; cover coughs and sneezes with a tissue and throw it away; clean and disinfect frequently-touched surfaces/objects regularly; get plenty of rest, drink fluids, and eat healthy foods; avoid close contact with people who are sick; stay home when you are sick. New England Public School stresses these same things with students each year during normal cold and flu season, and we ask that you continue to reinforce this at home. Symptoms of the COVID-19 include fever, cough and shortness of breath. The symptoms may appear in as few as two days or as long as 14 days after exposure. If you develop symptoms, please call your health provider and tell them about your recent travel or exposure. New England Public School takes the safety of our students and staff very seriously. We will continue to monitor the situation, work with state and local health officials, and follow recommended guidance as it becomes available. Statement on the Suspension of all remaining 2020 NDHSAA Winter Postseason Tournaments, Fine Arts Contests, Spring Sports & Activities March 13, 2020 2:45 pm FARGO – On Friday, March 13, due to the Emergency Declaration issued by President Trump the NDHSAA will suspend play at the 2020 NDHSAA Class A Basketball State Tournament and all remaining 2020 NDHSAA Winter Postseason State Tournaments including the 2020 NDHSAA Class B Boys Basketball State Tournament. In addition to the remaining 2020 NDHSAA Winter Postseason Basketball State Tournaments being suspended, all remaining fine arts and spring sports seasons have been suspended indefinitely, which includes practices and game contests. Further information will be released as it becomes available. Refund Policies for the 2020 NDHSAA Class B Boys Basketball State Tournament will be announced at a later date.

When responding to infectious diseases, it is important to know that our school follows the directions and recommendations made by the state and county health departments. Recent information from the state is that there is a low health risk to people in North Dakota from 2019 novel coronavirus. It is important that you keep up to date with information from reliable sources and know the facts. What is coronavirus? Coronaviruses are a large family of viruses that cause respiratory symptoms such as fever, cough and shortness of breath. These viruses spread through coughing or sneezing, much like the flu. What is school doing? Thorough cleaning of surfaces is an important part of any prevention strategy. Keeping our students and staff safe is our top priority. In our school, we will be following high standards and strict procedures for frequent and thorough cleaning and disinfecting. You can also help keep the school healthy by following the recommendations below. What can I do to stay healthy? The risk to the general public from this virus is considered low, and the same precautions recommended for avoiding colds and flu can help protect yourself and others against the coronavirus. To date we have earned $5200 in profits and donations of gift cards to individual classrooms. Classroom gift cards and student prizes will be coming next week. The mandatory volleyball camp for girls in grades through 8-12 will begin next Sunday, July 28, from 5 PM to 7:30 PM. There will be three sessions on Monday beginning at 9 AM until 11:30 AM, 1 PM to 4 PM, and for the varsity team only from 5:00 PM until 7:30 PM. Wednesday, June 5th— Boys in incoming grades 3-8 will have an open gym from 6:00-7:15 pm. Boys in grades 9-12 will have an open gym from 7:30 to 9:00 pm. Thursday, June 6th— Girls in grades 3-8 will have an open gym from 6:00-7:15 pm. Open gym for girls in grades 9-12 has been cancelled. Due to Slope Electrics annual meeting at the school, the open gyms on June 5th and 6th will be at the Memorial Hall. The other 3 open gyms for your child are as follows and will be located at the school. Girls will have open gyms on June 10th, June 17th, and June 24th from 6:00-7:15 pm for grades 3-8 and 7:30-9:00 pm for girls in grades 9-12. Boys will have open gyms on June 12th, 19th, and 26th from 6:00-7:15 pm for grades 3-8 and 7:30-9:00 pm for grades 9-12. Reminder: The New England basketball camp starts tomorrow, the 28th and runs through Thursday, the 30th. The camp is being held at the Correctional Center. Please be at the camp 10 minutes prior to the camp start time. Students ENTERING grades 3-5 this fall will have camp from 9:00 am to 10:30 am. Students ENTERING grades 6-8 this fall will have camp from 11:00 am to 1:00 pm. Students ENTERING grades 9-12 will have camp from 2:00 pm to 5:00 pm. Due to the rainy and muddy conditions, it is critical that gym shoes are worn in the gym only. Please have clean and dry shoes that your child can wear once they enter the gym. Please have your child bring a water bottle to the camp with their name on it. There will then be containers filled with water that they can use to refill their bottles as needed.

The Kindergarten celebration will begin tomorrow morning at 9:00 followed by elementary awards at 9:30. The picnic will run from 10:45 am until 12:30 pm. The honor society induction ceremony will begin at 12:30 with the high school awards immediately following. There are indoor and outdoor activities planned for the day. The New England boys’ and girls’ basketball programs will be putting on a basketball camp May 28th, 29th, and 30th for students who will be entering the grades 3 through 12 this fall. This camp will feature two elite trainers who are coming to New England to help develop ball handling, finishing, passing, footwork, and shooting in our student-athletes. There will also be multiple coaches from both the girls’ and boys’ programs present as well. A brochure will be sent home with your child tomorrow containing a more detailed description of the camp along with links to watch which will better illustrate the camp. Students in 9th-12th grades are asked to pick up their own brochure located outside the coaches’ office. The Booster Club and coaches of the boys’ and girls’ basketball program would LOVE to see every student-athlete who is interested in basketball attend this camp!

Monday, February 24, will be a Wear Blue for Zane Day. Zane Sabo, one of our sophomores, was injured in Friday’s basketball game. Luckily this injury lead to the discovery of a Arteriovenois Malformation, which is a tangle of abnormal blood vessels, arteries, and veins in the brain. This diagnosis will require further treatment. He is currently in Minneapolis at the Children’s Hospital of Minnesota. The Honor Society will be accepting donations at school to defer his medical treatment. Staff may wear jeans on Monday for a donation to that fund. Join us in wearing blue to support Zane!

On November 6th, New England Public School will hold a bond election for a General Obligation of approximately $5.6 million dollars. In order to pass this bond, the school needs 60% of the voters in favor of this obligation. The purpose for which the bonds are to be issued is to provide funds, together with any other funds available, to construct, remodel, improve and equip the current school buildings to include additions for classrooms, cafeteria, physical education, music, public fitness facility, and to make site improvements to school property. As I have mentioned on numerous occasions, our school has reached its capacity. Our student enrollment has more than doubled over the past nine years bringing our total student enrollment to 299 students in grades Pre-kindergarten through 12th grade in 2018. Increased enrollment brings both opportunities and some challenges. To accommodate students, the district has had to utilize every classroom and every possible space we have available. Spaces that were not designed for instruction, such as storage closets, hallways, and the cafeteria, are regularly used for teaching and learning in an effort to meet current needs. Senate Bill No. 2178 authorized the Bank of North Dakota to provide up to $250 million for school construction loans to eligible school districts. Eligibility for school districts includes the following criteria: • New construction or remodeling projects with a cost of at least $1 million and an expected utilization of at least 30 years; • Project approval by the Superintendent of Public Instruction; and • Bond authorization. The loan awards are subject to the advice and consent of the Superintendent of Public Instruction with priority given to student capacity, academic needs, safety and security, project costs, and other criteria established in rule by the Superintendent of Public Instruction. An eligible school district is limited to $20 million of loans from this program, we are looking at $5.6 million. The loans are for a 20-year term unless the school district requests a shorter term. The interest rates on the loans will not exceed 2 percent. If we don’t utilize the School Construction Loan Program, we will have to look at Lease Revenue Bonds we will be servicing a bond rate of around 4% to 4.5%. Just the difference in interest rates would add an additional $50,000 to $60,000 per year in debt service to this proposed project. As a school, we must publish this notice of general obligation in our local paper. The state defines how we publish this notice. In the Herald, the notice will read, “If approved, the bond issue will result in an estimated additional millage of 25.98 mills, equal to $25.98 on each $1,000 of taxable valuation for the first taxable year.” With some additional revenue sources, the school has access to, we will not need the advertised 26 mills to see this project through. With the additional revenue, from other sources, I estimate the additional mills to be around 8-9 mills. The tax impact, at 8 or 9 mills, on a house appraised at $100,000 would be an additional $36 per year. The tax impact on the average acre of land would amount to about $.22 per acre per year. The tax impact on commercial property appraised at $50,000 would be an additional $20 per year. We need to address the needs we have in our district. A “yes” vote would allow us to utilize The School Construction Loan money saving the district between $50,000 to $60,000 a year. This project would also set New England Public School up for the next generation of students in our community. See you at the polls on November 6th!
